Аpstrakt: U stručnoj javnosti vlada mišljenje da upravljanje ljudskim resursima u organima lokalne samouprave prate određene specifičnosti. Proces upravljanja ljudskim resursima može se odvijati na različite načine. U ovom radu posebna pažnja biće usmerena na dva upravljačka koncepta, i to tzv. tvrdo i meko upravljanje ljudskim resursima. Princip hijerarhije aktuelan je u svim upravljačkim aktivnostima, i iako je karakterističan za sve državne organe i sve organe lokalne samouprave, činjenica je da se ne primenjuje u jednakoj meri u svima njima. Sistem upravljanja ljudskim resursima u organima lokalne samouprave podrazumeva obavljanje različitih poslova i aktivnosti, dok su poslovi vezani za upravljanje ljudskim resursima prilagođeni prirodi i potrebama tih organa.

Abstract: There is a prevailing opinion in the professional community that human resource management in local government bodies is followed by certain specifics. The process of human resource management can be performed in different ways. In this paper, special attention will be paid to the two control concepts, namely the hard and the soft human resources management. The principle of hierarchy is present in all management activities, and although it is characteristic of all state bodies and all bodies of local government, the fact is that it does not apply equally to all of them. The system of human resource management in local government bodies implies performing different tasks and activities, while the activities related to human resources management are adapted to the nature and needs of those bodies.
